Air India Gets Show-Cause Notice After Three Italians Fly Delhi to Munich Without Immigration Clearance

Air India has been served a show-cause notice by the Ministry of Civil Aviation after three Italian nationals boarded a Lufthansa flight from Delhi to Munich without completing mandatory departure immigration, in what the ministry has described as a serious breach of security procedures at Indira Gandhi International Airport. The lapse, which occurred in the early hours of September 4, has drawn in the Ministry of Home Affairs, the Intelligence Bureau and the Bureau of Immigration, and has prompted a top-level review of how connecting passengers move through India's busiest airport.

What happened on the night of September 3-4

According to details reported by ETV Bharat, the three passengers flew from Amritsar to Delhi on Air India flight AI 1115, a service operated under the airline's "hub and spoke" arrangement, and landed at IGI Airport at around 00:50 on September 4. Less than an hour later, at about 01:45, they departed for Munich on Lufthansa flight LH763 — without ever passing through an immigration counter.

The problem, officials say, is that the passengers were not entitled to the seamless transfer they received. They had been issued boarding passes at Amritsar for both legs of the journey — the domestic sector to Delhi and the onward Lufthansa service to Munich. But because the Lufthansa flight fell outside the scope of Air India's hub-and-spoke arrangement, the trio were required to exit through the arrivals area in Delhi and complete departure immigration before proceeding to their international flight. Instead, they were routed into the international transfer area and boarded LH763 directly, leaving India with no exit stamp and no record of departure clearance at the counter.

A "serious security and immigration related lapse"

The Ministry of Civil Aviation's show-cause notice, which the Daily Pioneer reports was addressed to Air India's chief executive Campbell Wilson, gives the airline seven days to respond. ETV Bharat quoted the notice as stating that "a serious security and immigration related lapse occurred during the operations of hub and spoke flight". Home Ministry steps in

The episode has escalated well beyond the aviation ministry. The Daily Pioneer reported that the Ministry of Home Affairs convened a meeting chaired by Home Secretary Govind Mohan, bringing together officials from the Home Ministry, the Civil Aviation Ministry, the Intelligence Bureau, the Bureau of Immigration, Air India and the Delhi airport operator to examine how the breach occurred and how to prevent a recurrence.

Among the corrective measures under consideration, according to the same report, are physically separate routing for connecting passengers, colour-coded tags to distinguish categories of transfer traffic, and enhanced checks in the transit area. Notably, Delhi International Airport Ltd, which operates IGI Airport, stated that it had not received any show-cause notice — an indication that the government currently views the failure as one of airline procedure rather than airport infrastructure.

Why the hub-and-spoke model is under scrutiny

The hub-and-spoke arrangement at the centre of the controversy is designed to funnel passengers from smaller Indian airports — the "spokes", such as Amritsar — through a major hub like Delhi and onward to international destinations, with parts of the processing handled at the origin airport. As Travel And Tour World noted, the model depends on strict separation of domestic and international passenger flows and on immigration formalities being completed at the correct point in the journey.

Immigration control is a sovereign function: every passenger leaving India must be cleared by the Bureau of Immigration, which operates under the Home Ministry. A passenger departing the country without an exit record is not merely a paperwork problem; it undermines the integrity of border control and, as the ministry's own notice makes clear, raises security questions about who else could move through the transfer area unchecked.

The timing is uncomfortable for Air India, which has been positioning Delhi as an international transfer hub to compete with Gulf and Southeast Asian gateways — a strategy in which smooth domestic-to-international connections are the central selling point. The hub-and-spoke scheme is meant to make those connections faster; the September 4 incident shows what happens when the guardrails around that convenience fail. How the airline answers the ministry's questions within its seven-day window, and what systemic fixes emerge from the Home Secretary's review, will determine whether the arrangement itself survives in its current form or returns with tighter controls.
